been paying Colored Soldiers by Check it may perhaps be proper for me to state that the Cashier (Mr Harvey) of the Depository at this place, stated to me some time since, that in his Judgement, it was impossible to comply with the requirements of the law and the Treasury regulations, in the payment of colored [[strikethrough]] Soldiers [[/strikethrough]] Claimants unless a check to bearer was considered "current funds"

The authorities at Washington will forward the money to pay them at the earliest date practicable, and neither the claimants nor myself can hasten the matter in any way
