Dear Sir,
Yours of 21st Inst, was received this morning.
It is necessary that Henry A Catlett should be present and receive his pay from me. It is necessary that his identity should be established by two credible witnesses, and if the affidavits are not made here the Notary Public, or officers before whom the affidavits are made should be present with Catlett at the time of payment and identify himself and Catlett
I enclose herewith, blank form of affidavits

Dear Sir,
Yours of the 26th Inst I have. I enclose you a Circular indicating the places where Claimants are payable. Catletts place of residence is given on my Rolls, at Evansville Indiana. I must pay him in person and upon his identity being established as the law recognizes. If he prefers, I will pay him at Cairo, or Bowling Green as he may wish. I expect to be at Bowling Green for payments at no distinct day. I can not say when I shall go to Cairo. I must await orders from Washington before paying at either place.
