They should have with them the affidavits of two identifying witnesses, and the credibility of the Witnesses, should be certified to under Seal by a Notary Public or other Officer who is authorized to use a Seal. The identifying witnesses need not be present at the place of payment. I must also be satisfied by examining the applicant for payment that he is the person he represents himself to be.
