Dear Sir
Yours of yesterdays date I have. I will pay any of the Claimants in your Section at this place any time they may come.
They should have with them the affidavits of two identifying witnesses, and the credibility of the Witnesses, should be certified to under Seal by a Notary Public or other Officer who is authorized to use a Seal.
The identifying witnesses need not be present at the place of payment. I must also be satisfied by examining the applicant for payment that he is the person he represents himself to be.
