I have the honor to acknowledge the receipt of your communication of the 19th inst in relation to the payment of claimant prior to June 30th 1873 and in order to carry out the views expressed therein I propose to make payments at Evansville on the 18th of June 1873 Cairo on the 20th June/73 B Green on the 24th June 1873 and Lexington on the 27th of June 1873.
It is believed that all the claimants that can be discovered between this time and June 30th can reach these points of payment, except some that from age or permanent disability of health are unable to travel and if such are within the limits of this pay district I will endeavor to find them and pay them wherever found.
The chief delay in the payment of claimants arises from the difficulty of discovering where they are and in order to assist in the discovery I respectfully submit the following recommendations.
I recommend that the notice from your office published [[strikethrough]]under[[/strikethrough]] in the newspapers under date of Feby 1st 1873 be printed in hand bill form and that I be furnished with or have printers here twelve hundred copies to be placed in the different Post offices in this District and such other places as thought desirable.
That the Post Master General be requested to issue a circular to the Post Master in the Pay District requesting them to afford the Disbursing Officers such assistance in the discovery of claimants as the facilities of their office will afford.
That the Disbursing Officer be authorized where the claimants can not be found in the usual way
