NARA 123 Ripley, Brown Co Ohio April 17, 1873 Genl A.P. Howe, Disbursing Officer &c Sir; I received your letter to me of 8th inst, informing me that I could be paid at your City, at any time I might come; or I could be paid in Lexington if I would go write you that I wished to be paid there by writing to you to that effect. Choosing to go to your City to be paid, I according immediately went to your City as directed, for my pay; but much to my surprise & very great disappointment & expense, I found no one to pay me! I am a poor man, & not able to bear the expense of making trips to your City to get my money, & I do respectfully suggest that you should have had some one there to pay
