NARA 570 Cadiz Kentucky 8th July 1873 Maj A P Howe Louisville Ky Dear Sir, I have just been handed a letter from you to Sarah Gunn (a woman of color) dated 24" May last, in which you say her claim has been settled, and that a disbursing officer would be at Bowling Green on the 24" June (past) to settle with her. (You also say that you had before inclosed her a blank affidavit as to identity) that was never received by her. Sarah lives some 9 miles from town, and her letter has lain here for some time the Post Master not knowing who she was or where she was Now I wish to know if a draft cannot be sent payable to her order, in payment of her claim. I prepared all of her papers for her, and sent them to Col. Pennebaker at Washington. Sarah is an old Servant of my sister, and I have been
