Owing to the limited Appropriation made by Congress for the collection and payment of Bounty &c, to colored soldiers, sailors, &c, for the fiscal year next ensuing, it is desirable to pay as many claimants as practicable prior to June 30, 1877, (for after that date there may be delay in, and after a few months on entire suspension of payments) and to this end you are hereby authorized to visit, for the purpose of making such payments, any points within the district in which you are charged with payments to colored soldiers and Sailors, as in your judgment the interests of the
