NARA0337 War Department, Adjutant General's Office, Washington, D. C. March 20, 1878. To the Paymaster General of the Army. Sir: I have the honor to request that you will please inform me whether the construction given by your Department to General Orders No.97, series of 1876, with reference to the per-diem allowance of four dollars for travelling expenses of civilian employees, contemplates a division of said per-diem so as to allow $1.00 for breakfast, $1.00 for dinner, $1.00 for supper, and $1.00 for lodging; and requires that an entire day, (24 hours) shall be consumed in order to entitle the employ'e to the full amount ($4.00) of the per-diem allowance.
