Sir:
Referring to your letter of March 22" 1878, enclosing copies of correspondence with the Commissioner of Pensions and Second Auditor of the Treasury, in which you desire that I "confer with the U.S. District Attorney for the purpose of ascertaining his views as to whether the proposed substitute will accomplish the end in view as therein indicated," I have the honor to request instructions whether I am to consult with the U.S. District Attorney of this place only.
