I have the honor to acknowledge the receipt of your communication of March 8th 1867, and in reply would state that it is impossible to find Six White Citizens in each County who have been permanent residents during the war and have been Loyal men. 
The following is a list of names of White Citizens of Nansemond County, Va who resided in the County during the war, or who have become permanent residents since the war, having resided here at least one year.

1. Jno M. Hall, now Deputy Postmaster, never was in the Army,
2. Andrew McAllister, voted for Secession, never was in the Army, Conservative.
3. W. P. Hare, Supposed to be a Quaker, and an Union Man, did not vote for secession, and was not in the Army.
4. Wm. T. Holland. Voted for Secession, is a conservative  man, was not in the Army,
5. Solomon Hodges. Voted for Secession is a conservative man, was not in the Army.
