You are authorized to assist in the erection of buildings at Hampton, Va, to the extent that you propose and pay the bills from the funds that you have. and then embrace the amount from time to time in your regular estimates.

Respectfully forwarded to the Asst Comr of Va. with the statement that circumstances like the within named are continually occurring in regard to supply of Wood. notwithstanding the fact that the most urgent efforts are made to secure its promt delivery by the contractor. This condition of things results in great inconvenience and much suffering and I most urgently ure that some decisive measures may be

taken to put a stop to the irregularity, and further that the means be taken at once to prevent any further suffering for want of wood at Hospital during this extremely cold weather.
