Respectfully returned to the Asst Comr of Va. with the information that it is only proposed to appropriate the wood alluded to within, to the temporary relief of the aged and afflicted
The roads leading to Farmville are in an almost impassable condition, and it is extremely difficult for them to obtain fuel who are able to pay the exorbitant price asked. 
The rules regulating the Board of overseers of the Poor prescribe that no relief shall be extended unless the applicant becomes an inmate of the Poor House (see my report) in compliance with Circular 16. from Head Qrs. Asst Comr Va dated Augst 17th/67. forwarded from this office through Hd Qrs. 2nd Sub Dist Va dated Aug 31st 1867. with letter of transmittal,)
The Poor House is full at this time and the amount of the appropriation for the support of the Poor Viz: 850$ is barely sufficient to maintain those identified with the establishment
I daily see fragments of stumps roots &c being brought from the vicinity of the town on the heads of children and even grown persons, and the condition of the fences in the vicinity, as well as within the limits of the town bear evidence of the scarcity of the fuel, and the necessities of the poor. I have only asked that this relief be extended during the extremely cold weather.

Respectfully returned to the Asst Comr of Va. with the information that when the within proposed enterprise was first contemplated it was deemed advisable to consolidate the church and school interest so far as Farmville was concerned. I have since found that this plan was not feasible - In the meantime however, the Methodist church people have raised by subscription over 400$ which they have in Bank, and they are confident of being able to raise 100$ more, and I believe that a little assistance from the Bureau, if it can be rendered consistent with existing rules, would be productive of great good to these people - say to the extent of 250$. In the matter of the School house although the Bureau building now occupied by the School is tolerably well adapted to the purpose, yet it is poorly constructed and not entirely safe_ The teachers here are willing to transfer their services and schools to the new arrangement which from present indications can be carried out at an expense to the Bureau not to exceed 500$.
