Please sign & return the inclosed receipts at your earliest convenience. I have the honor to be Capt. Very respy yr obdt servt Geo Gibson Maj 5th Inf. D.O. 6 Memphis Tenn, Aug. 9. 1873. Genl. E.D. Townsend Adjt. Genl. &c. Genl: I beg leave to submit the following question for the decision of the 2nd Aud of the Treas. On the 4th day of Dec. 1872 I was directed, on the List of Claimants sent me from your office to be paid, to pay one George Uein late Pvt. Co. K. 61 C.T. $287.50 as per Treas. Certif. No. 479815. On the 15th day of July 1873 you transmitted me George Uein's certificate of discharge. Yesterday a colored man presented himself at my office (with two witnesses) I assuming that he was the party entitled to the bounty in this case; that a mistake had evidently been made in directing it to be paid to George Uein; that his name was George Uiin & that he was the person had rendered the service. I have now the honor to submit his own affidavit accompanied by those of two witnesses together with the Cert. of Discharge & return, as well as a copy of the confidential [[?]] for the purpose of calling attention to the following facts. A perusal of these will show that the sworn statement agrees almost in every particular with the confidential extract, whilst he gives the names of witnesses who were sworn in support of his case when it was first filed at the Freedmen's Bureau & afterwards at the office of Moyers & Dedrick of the city [In fact he submits the receipt given him by Mark Edwards Late Bureau Agent for his papers & which I now inclose]. My object in submitting the Certif of Discharge for this examination of the Aud. is that he may be able to determine fully whether the man's name as written herein is George Vein or George Uein. In the column of "Remarks" on the confidential extract it is stated "that his name as written on the rolls is George Wein". Possibly and explanation of the matter is, that the manin question was originally owned by a white person named Ewing from whom he took his name that being almost totally uneducated at the time of his enlisting, he called himself Uiin which was taken down as Uein which afterwards came to be written on the muster rolls as Wein the U being mistaken for a W. I must a decision may be rendered at a very early moment as the man is poor, lives in the country & states that he will call in the course of two weeks for an answer. I have the honor to be Genl Very respy your obdt servt Geo Gibson Maj 5th Infty D.O. Memphis Tenn Aug 9 1873 Adjutant General USA Washington D.C. Sir I have the honor to report my balance of public funds on deposit & in hand at the close of the week ending Saturday Aug 9.73 as follows: With the Asst Treas U.S. New York $84626.23 With the 1st Nat Bank Memphis Tenn $26370.25 Total Amount $110995.48 Very Respy your obdt servt Geo Gibson Maj 5th Infty DO
