Colonel;
I beg leave to call attention to the fact that a communication just received from Memphis, Tenn. informs me of the inability of my janitor Edward Fehey (appointed to fill a vacancy on the 10th day of September last) to take what is commonly known as the "Iron Clad" oath, i.e. that he had not served in the Confederate Army. Whilst such service was indeed performed by him, possibly along with thousands of others, being compelled to do so by the circumstances surrounding them, I believe him sincere in expressing his willingness to take such oath as you might prescribe obliging him to serve Government in the future.

It has been my desire to associate with me the office persons of good moral character and Fiber comes to me will endorse in this [[check?]]
