Nashville Tenn. Oct. 29, 1873 Adjutant General US Army Washington Sir I have the honor to report that in the case of John and Myra Clark parents of Cyrus Clark decd. late prvt. Co. A 2nd L. Art. John Clark the father is bedridden and is likely to remain so. Myra Clark presented herself at this office for payment but could not be paid on account of the absence of her husband. Adjutant General U.S. Army, Sir I would respectfully state that I have frequent applications from claimants for me to send them their money, or come to their place of residence to pay them by reason of their inability to come to me, and I would request general discretionary authority to make the necessary journeys to and fro. There is no likelihood of the authority being abused as the mileage barely covers the expenses when the claimant lives on the line of some railroad, whereas, generally they live at some out of the way place, requiring the hire of a conveyance and obliging one to stop over night at some filthy country tavern.
