I have the honor to acknowledge the receipt of your communication of the 10th inst. requesting a report as to my reasons for non-compliance with instructions contained in Gen. Order No. 10 and circular letter of Feby. 23d 1874.
It certainly was my intention to comply with all instructions received in the matter and I thought I had done so as far as I understand the order which in the letter of the Secretary of the Treasury reads, "All original certificates of deposit will immediately upon their receipt be forwarded to the head of the respective Department to which the deposits pertain for designation of the proper appropriations &c" which instructions I considered was complied with by my sending the Certificate of deposit in the case of Governor Carroll deceased, late Corpl. Co. I 14th U.S.C Inf. with the letter of transmittal to the Secretary of the Treasury, through the Adjutant Generals' Office as then seemed to be a conflict between the portion of the Secretary's letter above quoted and par. II of Gen. Order No. 10.  
As your letter of the 10th inst. does not state specially wherein I failed to comply with the order, I presume the error consisted in my sending the Certificate through your office

instead of direct to the Secretary of the Treasury which course will be avoided in the future.
