Sir: 
It being extremely desirable to effect payment to as many claimants as it may practicable to reach during the remaining period of the current fiscal year - to June 30th next - you are hereby authorized to visit such points within your district, during that period, as in your judgment the interests of the claimants and of the government will justify. 

You will please report to this office your proposed action under the foregoing authority so soon as it may be
