Fort Smith Arkansas
January 31st 1866

General
I have the honor to apply for the restoration of the following described property in the City of Fort Smith Arkansas, now claimed and held to be under Control of Rev Francis Springer local agent of the Bureau of Refugees, freedmen and abandoned lands,

The East half of Lots number seven and Eight (7 & 8) in Block Number twenty three (23) in the City of Fort Smith as the same are marked and designated on the plat of said City with the buildings and appurtenances thereto belonging.

I have the honor to state that I did not belong to the army or navy of the Confederate states - but that at times, during the late war, I was employed as clerk, and sometimes agent of the subsistence department of the Confederate states. 
And that on my return to Fort Smith last August I took and subscribed the oath of Amnesty required by the President's Proclamation of May 29th 1865, a copy of which is herewith
