THE OPINION OF
THOMAS G. ESTES, Esq.,
Inspector-in Chief for the
ARKWRIGHT MUTUAL INS. CO.,

The undersigned was present at a meeting of the Inspectors of the Factory Mutual Insurance Companies, held February 13th, 1892, by invitation of its Chairman, Mr. Freeman. While there, I listened to an address by Mr. Estes, Inspector, (an electrical and watch clock expert of many years experience) in which he said:--

"The Howard Electric Watch Clock is the recog-"nized standard, and is worthy of mention, as it "excels all others in point of durability, and it "interposes more obstacles to one who might be "tempted to make a fraudulent record, as well as "greater facility for detecting such if made."
He "believed it to be practically impossible for even "an expert, who has full access to this clock, to "make a record which cannot be easily distin-"guished from those made by the station."
