When it comes to entering the "State/Province" I enter the second level of geographic division inside country where the specimens were collected. I've always taken this to be the level down from country ie the specimen was collected in London England, United Kingdom - the "state/province" is England. I've searched Rurrenabaque in geonames.org and have obtained "El Beni" as the Department and then a google search confirmed that Rurrenabaque is within the Jos?Ballivi? Province. Although the boxes in the entomology project are labeled "State/Province" and "District/County" this can be misleading as various countries give their second and third level geographic divisions different names.
