Suifu is an old name for the city Yibin in Sichuan (https://en.wikipedia.org/wiki/Yibin). Do you put the current name in Precise Locality? If you know the correct place name that Graham is talking about I'd say yes. If you are unsure I'd stick with Suifu. But in this case I can confirm you are correct.
