[[underlined]] Edison's arguments do not seem to convince anybody but himself altho' out of respect for him some are desirous of pollinating the report with some of his arguments or referring decision to Secretary of Navy.

I had very good reason to believe that if we cannot agree on Annapolis or New York, and refer matters to Washington, that [[underlined]] Washington will be selected.  [[/underlined]] That I personally do not think this would be a calamity, [[underlined]] on the contrary [[/underlined]] that [[underlined]] I had tried [[strikethrough]] to [[/strikethrough]] in vain to convince the other members that Washington was still a better location than Annapolis. - [[/underlined]] I thought it better in this matter to be absolutely frank instead of using this subterfuge for seeing my wish fulfilled of having Washington selected because I felt I had no right to compel my fellow members on the board to have the same opinion and I respect their opinion.  I [[underlined]] noticed that unjustified prejudice of some of the hesitating members of the Board, made them change their attitude.
