What is still wanted is a [[red underlined]] better firing mechanism. [[/red underlined]] Believes that [[red underlined]] one of the mechanisms proposed by our Board will answer the purposes.. Believes best way to attack a submarine is not to fire but to send a [[red underlined]] "depth charge" [[/red underlined]] of sufficient weight say [[red underlined]] 500 to 600 lbs of [[/red underlined]] nitrotolirol. but to time the charge that it explodes at [[red underlined]] 60 feet [[/red underlined]] instead of [[red underlined]] 30 or 40 feet [[/red underlined]] as is done usually. The lesser depth spills too much the affect of the explosion by spending it upwards. He would throw there [[red underlined]] big bombs [[/red underlined]] by means of [[red underlined]] howitzers [[/red underlined]] of a diameter of [[red underlined]] 30 to 36". [[/red underlined]] Says that at a distance of 200 feet and perhaps more the effect of their under water explosions is enough to

cause [[red underlined]] enough minor damages [[/red underlined]] to general outfit as to [[red underlined]] compel [[/red underlined]] the [[red underlined]] submarine to seek safety [[/red underlined]] above water where it can easily be [[red underlined]] finished by gun fire. [[/red underlined]] These depth charges ought to be fired [[red underlined]] in short succession one after another [[/red underlined]] and dropped within the radius where the submarine is supposed to move. Incidentally he [[red underlined]] says [[/red underlined]] that [[red underlined]] our american destroyers are superior in design, in construction and general equipment to those of any other navy he is acquainted [[/red underlined]] with including British, French, Italian and Norwegian.
