At our meeting came [[red underline]] Chief Admiral Benson, [[/red underline]] chief of U.S. Navy, accompanied by Rear Admiral [[red underline]] Earle [[/red underline]] chief Bureau of Ordnance.
[[red underline]] Benson [[/red underline]] reported about his recent meeting in Paris at the General War Council of Allies, spoke very frankly because he knew we would not divulge important matters of intended tactics etc.
Says if he had any hesitation [[red underline]] about frankness [[/red underline]] and sincerity of British and other allies. Many suggestions and insinuations had been made to him

and others [[red underline]] about lack of sincerity of purpose of some of our Allies [[/red underline]] and therefore in order to clear up this he asked many direct questions and in every instance obtained an entirely satisfactory answer. For instance he asked the British representatives [[red underline]] why at this time when ships were at a premium they had inaugurated a new steamer line between the Orient and Vancouver [[/red underline]] which was supposed to be a plan to take advantage of this situation to increase competition between this line and American similar enterprises. To which it was told to him that this line was used almost exclusively for transport-
