The committee propose to the artists who undertake the execution of the pictures in the rotunda 1st That the subject of each picture shall come fairly and obviously within the scope of the joint resolution 2nd That the Committee or some authority assignated by it shall have the right to reject the subject if it should not be [[?]] within the scope of the said resolution 3d That the pictures be executed with reasonable dispatch 4th That the frame in which a picture is to be placed shall be selected by the [[?]] President and Speaker of the House 5th That ten thousand dollars shall be given for each picture of which some usual advances shall be made in the
