[[line]] [[image: hand pointing to the right]] The indiscriminate use of all kinds of stamps (except postage or proprietary) is permitted, care being taken to affix a stamp or stamps of the proper amount. [[line, with diamond at center]] Documents made in any foreign country, to be used in the United States, shall pay the same duty as when made here. The party to whom the same is issued, or by whom it is used, shall affix thereon the proper stamp, before using. [[/column 2]] [[column 3]] No deed, or mortgage of real estate, shall be required to pay a stamp duty of over $1,000 in any event. Powers of Attorney, or other papers relating to applications for bounties, arrearages of pay, or pensions, require no stamp; neither do warrants of attorney accompanying a bond or note when such bond or note shall be stamped; and whenever any bond or note shall be secured by mortgage, but one stamp duty is required, provided the stamp duty placed thereon is the highest rate required for said instrument, or either of them. No document signed or issued prior to June 1st, 1863, without being stamped, shall be invalid for that reason; but it shall not be admitted or used in any court until it shall have been stamped, and the initials of the person using, and the date when it is used, placed thereon.
