In reply to your communication of July 12" 1865 I am directed by the Asst. Commissioner to state that in accordance with Circular 5 Par V Bureau of Refugees Freedmen &c, transportation will be furnished to loyal refugees to their homes.  You having been appointed [[footnote 1]] Supt. of Freedman have authority to make an order on the L.M. Dept. for such transportation which order the LM will keep as his voucher. You will also keep duplicates of all such orders, lest any counterfeits be made.  As none but loyal refugees are included in the above mentioned Par. you will exercise care in giving transportation, for the officer signing, the [[footnote 2]] order is held accountable. In case refugees are leaving a good situation where they are laboring with promise of fair wages, even though they desire to leave their work to return home, it is not deemed advisable to furnish them with transportation.  Also in case application is made by one member of a family to go and collect his family and return with them, such transportation does not come within the order.  But your own judgement together with circulars, copies of which were sent you yesterday will guide you correctly.  Enclosed you will find a copy of form used at this office for transportation.  You will head the order as Supt of your District giving such District the name which it bears in the order assigning you to duty.

I have the honor to request that you will detail a proper officer for duty in this Bureau to be assigned as Supt. of Refugees Freedmen &c in the Western Dist. the Dist, now occupied by your command / in the place of Maj. Smith 17th Maj. who I learn has been mustered out of service.  I also request that you will detail for [[footnote 1]] duty in this Bureau Capt. John C. Barnett - regt. now in charge of Freedmen at Charlotte N.C. And Capt Chas. Emery 91st Ind Vols now in charge at Salisbury N.C. and order them to report to me by letter.

I have the honor to request the appointment of Mr. [[footnote 1]] F.A. Fiske an assistant L.M. U.S.A. and his assignment to duty in this Bureau.  Mr Fiske has been employed as Supt of Freedmen a long time, and has been faithful and efficient. [[footnote 2]] I find it very difficult to procure the services of suitable men.  The address of Mr. Fiske is Morehead City N.C.

*edited with updated guidance on formatting from SI staff (see page 4 of this project as well as information in instructions) The Asst. Commissioner's name is Col. Eliphalet (Eli) Whittlesey. The name was incorrectly transcribed on the example page. This has been corrected. I think it makes sense and helps the readability of letters to separate off the left hand column summary of the letter from the letter itself. This is also consistent with the more detailed instructions for these particular projects and helps to link the letters to the indexes (see the other current projects) which use that summary. I also agree with @kdownunder that the senders address on the right hand side should be transcribed first in the letter as this is the normal letter writing style. -@siobhanleachman
