I have the honor to enclose a list of clothing which has been stored a long time at New Berne.  It is really of no value to the Govt. and might be of great service to the Freedmen if given to this Bureau.  Can we get possession of it.
Permit me to ask what we shall do to provide Medical Attendance and supplies for Freedmen.  Does Genl. Order No.102 A.G.O. give me a right to call on the Med. Dept.  If not must I establish a separate Med. Dept?  And how shall I get Surgeons, Medicines, Hospl. Stores &c.  The expense of such an independent establishment will be very great.  Still some provision ought to be made at once.  There is secret understanding, if not a combination among Citizen Physicians that they will not visit nor prescribe for sick "niggers," so I am informed.

I forward to you several papers from Washington.  That list of lands, which I reserved has been stolen, together with other official papers and a large amount of Stationery.  My office was robbed while I was in New Berne.  But it will not be difficult to answer the demands of Genl. Howard  All the lands except very few are in Craven County.  The Washington farm is in Lenoir County.  The Nixon near Wilmington in New Hanover.  If we cannot get at the facts without a full list of the lands, I will write to Col. Fullerton for a Copy.
[[footnote 1]] Mr Mordecai Pres. of Bank of N.C. has applied for the Bank building in New Berne.  Is that building in our possession, my impression is that it is not.  Please let me know.  My reply to all such applications is "I have no authority to restore any abandoned property, make your application in writing, and I will forward it to Genl. Howard for his action & order.

Your regulations for contracts with Freedmen have been submitted to me by Capt. Alany, and I heartily approve them.  Perhaps however it may not be advisable to publish them at present.  You can make them the basis for action, and as soon as I can get officers detailed for all the Districts, I will issue a circular of instruction on this and other matters.  Are you willing to take a place in the Bureau as Superintendent of the Southern District.  If not can you recommend a good officer for that position.
I enclose copies of Circulars from Genl. Howard.

Your letter of the 10" inst. is received.  I will direct any who may desire to emigrate to Liberia to you.  The local attachment of the negroes is very strong, and I do not think that many will wish to leave their old homes.
