I sent the blanks for leases to Mr. J.F. Randolph Wilmington, you can easily prepare others for temporary use.  I hoped to receive definite instructions from Genl. Howard, before this time comes for re-leasing the plantations.  I have already made a written requisition upon Genl. Ruger for all the tenements &c. when no longer needed for mil. purposes.  If he declines to issue the order, I will refer the matter to Genl. Howard.  I am very sorry for Mr. Streeter, and hope you may succeed in getting his sentence remitted. [[footnote 1]]  Lt. Birdsall writes that there is much sickness at Roanoke and no medical attendance.  I wrote to Genl. H. - some two weeks since for authority to employ Surgeons by contract but have received no reply.  If however you can find a Surgeon hire him & order him to report to Lt. Birdsall.  Necessity knows no law.  The Lt. asks how he may obtain carpenters to make coffins.  Cannot you as an A.Y.M. authority authorize him to hire men and put them on your papers as laborers.  If they cannot be paid from C Ms funds, they can be out of the funds of the Bureau.

In answer to your communication of July 25"/65 I am directed to make the following reply.  Application has been made by the Asst. Com. on the Med. Direct[[superscript]] r [[/superscript]] for the detail of a med. officer for your dist. and the Med. Direct. has agreed to send one so soon as a suitable officer can be found. [[footnote 1]] Meanwhile direction has been given to Capt. H. James, Supt. of Eastn dist. to hire some physician for your post.  Direction has also been given Capt James A.Y.M. to furnish you a corps of laborers and carry them on his papers, provided such be lawful, if not he will send you carpenters & pay them from funds in the Bureau.

If you can make any use of the plantation of Senator Dorch for the benefit of Freedmen you are authorized to take possession of it.  Some negroes now without employment or homes may build shanties on the farm, & prepare for work another year.  They might raise crops of turnips this year.  Seed can be obtained by applying to Capt. H. James A.Y.M. at New Berne. [[footnote 1]]

 I have the honor to transmit herewith the [[footnote 1]] report of Capt. Hoag Asst. Supt. Sub Dist of Goldsboro N.C. respecting the Abandoned Property of W.T. Dorch, (late rebel Senator near Goldsboro and to request that said lands be set apart for use of freedmen.
