In reply to your communication of the 2" inst, I have the honor to state that more than one hundred cases of the dismission of Freedmen after the crops had been "laid by" have been reported.  But few of these cases have been investigated, enough however to authorize the statement that such dismission has occurred in the following counties.
Chatam (3 instances)  Johnson (2)  Franklin (2)  Warrenton (2)  Granville (2)  Reports not verified have been received from almost every County in this District, as well as from some in the Western District and from Hyde Pitt & Washington in the Eastern District.  I have no officer on duty at present in the Southern District, but a citizen from Fayettville says that the same thing is practised in that region.  After getting in the full reports of Supts for July I shall hope to be able to give a more definite answer to your inquiry.

In reply to your communication of the 2d inst. I refer you to Cir. no 5 Par 7, Bureau of Refugees Freedmen & Abandoned Lands, Approved by [[strikethrough]] the [[/strikethrough]] President Johnson, June 2" 1865. (A copy of which is herein enclosed) as my authority for acting in any case where a difficulty arises in respect to wages rent or ill treatment.  I still think that $5.00 per. month is a large rent for such a house as that occupied by Loraine Chavers.  In many instances exorbitant prices [[insertion]] rents [[/insertion]] are demanded of negroes, rents which no white man would be expected to pay.  And as their friend & advisor, it is my duty to protect them as far as possible from such unjust charges.  If in any particular case I am mistaken, I shall be glad to correct the mistake

In reply to your communication I have the honor to state that the only practicable way of obtaining what you desire for Mr. Brinkley, is to address a petition to Maj Genl O.O. Howard Commissioner of the Bureau of Refugees Freedmen & Abandoned Lands, and place the same in the hands of Mr. Randolph to be forwarded to me.  I will send it to Genl. H.  I cannot of course promise that such a request will be granted.

Yours of the 2d is at hand containing full information respecting the Nixon case.  I shall probably be obliged to apply to you often.  I hope however to have an officer or agent, who shall devote his attention to this matter of claims.  Meantime will you state any facts in your possession about John Brown (nos 40-41) and Manger London (106 - 107) whose petitions are in my hands.
