There is great need of effort on behalf of poor whites in this State.  A very large number of whom are living in idleness ignorance & poverty.  I do not know what your plans are for reaching them.  They do not come within the province of this Bureau, since they are not "Loyal Refugees" nor Freedmen.  I have therefore no work to carry on among them, but if in any way I can assist you I shall be happy to do so.

I am informed that James A. Leach a citizen of Randolph Co. would accept an agency in this Bureau for that county.  As it is in your district I have requested him to call on you.  If you judge him to be a good man for the position, you may appoint him and give him instructions.  Should he call on me first, I will decide the matter for you.

In answer to your communication of July 28" 1865 I am directed to make the following reply.  There is no store established here under the direction of this Bureau for freedmen.  But on consultation with Dr. Garrett who is employing some 300 field hands under the supervision of this Bureau he said that he would like to take a stock of shoes off your hands as he proposes to supply his own labor.  He would like to correspond with you on the subject and may visit N.Y. himself.  I gave him your address.  He may be addressed at Enfeild Halifax Station North Carolina.
