Supt. of Education on the terms you suggest & will station you in either of the Four Districts of this State as the Society may elect.  Mr. F.A. Fiske long engaged in the work for Freedmen will act as Supt. for the entire State.

In explanation of the enclosed requests I am able to state that Lt. Birdsall is already on duty as Supt. of Freedmen at Roanoke, and is the right man.  But he has been detailed only by the Post Com'dr Col. of 1st U.S.C.T..  I desire an order from Dept. Hd. Qrs. so that in case the Regt. should be posted elsewhere, I may not loose the Lt.
Corpl. Morrison is an engineer, and I desire to put him in charge of the Mill at Roanoke.
Lieut. Krouse is at Salisbury and his detail will not take him from the District in which his Command is serving.
As to Lt. Col. Parker and yourself I leave the request in your hands to be presented at such time as you think best.
