War Dept. May 31st 1865 I have the honor to request that the following named officers be detailed for duty in this Bureau and ordered to report to these Head Quarters for assignment. F.W. Parker Lt. Agent 65/77 Sir In answer to your communication of Aug. 7" 1865 I am directed to reply as follows. You will include the time from July 25" to the 31st in your report for August, which report is to be forwarded to Capt. Horace James New Berne N.C. who is Financial Agent for the Bureau in this State. You are authorized to make all repairs necessary to make the tenements tentantable. Agent 76/98 Dear Sir I enclose copies of orders for restoration of property in the cases of Mrs. Miller (No.153) and Manger London (107). No.106 is not Mr. Londons property, but as I am informed belongs to other parties, for whom he is Agent. Please give me what information you can respecting Dr. Will. Geo. Thomas. He says his house in Wilmington is occupied by a Citizen who rented it from the Treasury Agency. I cannot find any such property in the list. Very Respectfully E. Whittlesey Col. and Asst. It will be seen by the enclosed order from the War Dept. that there is no authority for the infliction of punishments of any kind without a regular trial before some Military Court. The Police may arrest offenders, white or black, and turn them over to the Military Authorities for trial, but may not proceed to punish them. Very Respectfully E. Whittlesey Col. and Asst. Genl. 75/83 Sir Having been informed that an order has been issued from Head Quarters Dept. of the N.C. directing that all abandoned property under control of Military Authorities and no longer needed for Military use, be turned over to the Bu. of R.F. and A.L.
