Genl. 69/92 Sir I have the honor to introduce to you Mr. O.G. Parsley of Wilmington who is strongly recommended by Gov. Holden & others as a Union man. Please instruct me on the following points. When convinced that property now in the possession of this Bureau was not abandoned in the sense of the Act approved July 2" 1864, am I authorized to restore it to the legal owner who comes under one of the "excepted classes" and has applied for a Special Pardon before the Pardon has been granted. Some complaints from that region have reached me, but the difficulty I meet on every side of obtaining officers, has prevented me attending to these troubles. I will ask for the detail of Lieut.
