Your letter of the 11" asking instructions respecting certain Abandoned property restored by orders of Genl. Palmer, is received.  It is not clear that we should be justified in assuming control of such property;  but it may be well to inform the occupants that the legality of their title is not yet established.
I sent Capt. Seely's orders early last week.  Copies will be mailed today.
Col. Holman writes that he has sent Lieut. Kilpatrick (Wm 1" Regt. U.S.C.T.) to Hyde County, and that he can be detailed permanently.  I will ask for him, and will order him to report to you.
Your District is much better supplied than any other.

Mr. Wm Barnes reported here this morning and has been released on this parole to appear so soon as a Court can be summoned to hear his case.  Please communicate the date on which Mary Ann, daughter of Chancy, was flogged.

It having been represented that some 13 colored freedmen were summoned as witnesses before a Military Commission in this place, from Greensboro N.C. and that they were discharged after staying here two weeks, without pay, and that in consequence of being detained here they suffered a loss of pay from the Ordnance Office in Greensboro where they had been employed.  You are requested to investigate the matter that their claims may be property preferred.

I have the honor to forward Charges & Specifications against Wm Barnes of Wilson County, with the request that the case be brought before a Military Commission as early as practicable.  Complaints of abuse of this kind are coming from every quarter, and some examples are necessary to check the growing evil.
