Chas. Emery 124" Ind. Vols. and now Capt. Supt. Freedmen at Salisbury. Capt. Emery is a very efficient officer and I need him. Indeed, I see no way of supplying his place. If possible therefore, I hope his muster out may be revoked. What am I to do for men. Only four Regiments of White troops remain in the State. I am crippled entirely. I also request that Capt. Asa Teal 124" Ind. Vols. Asst. Supt. at Greensboro be retained in the service. He is a good man, and [[underlined]] essential [[/underlined]] to the Bureau in his District. Dr. Harlow reported Saturday morning, and the order mustering him out was received the same morning. He had come from East Tenn. with his family and servants expecting I would hire a house here. It does seem as if the War Dept. were trifling with us. Our work is enormous, and we are without means to do it. Those of us who are here, are overworked, and will soon break down. Commissioner to say that he has forwarded an application to have your muster out delayed, and in case that it is refused to offer you the same pay you now have if you will continue in your present work. Owing to recent orders no transfer of troops can be made except by orders of the Sec. of War. L.R.E. 17 L.S. 81-186 [[line across page]] 116 Bureau of Refugees, Freedmen &c. Hd. Qrs. Asst. Commissioner Raleigh N.C. Aug. 24" 1865 Barnett Capt. John C. Asst. Supt. 86/118 Sir Lieut. Col. Dexter E. Clapp of Central District reports that great numbers of Freedmen women and children are coming in daily from Charlotte N.C. seeking transportation to Wilmington, New Berne; Norfolk and other seabord towns. Such places are already overstocked with negroes, they only become a burden upon the Govt. and the Asst. Commissioner has already given orders to the Supt. of this District to refuse transportation to such places except in the most urgent and exceptional cases, where positive proof can be had that they will find good homes. It is even better for the Govt. to support these people in the Western Dist. than send them to our already overflowing camps in the Eastern and Southern Districts. We are trying to diminish the camps at Roanoke Island, New Berne and Wilmington by bringing Freedmen into the Central and Western parts of the State and set them at work. If you can find good homes for Freedmen and they refuse to accept the places they should not be fed or transported by the Government. By direction of the Asst. Commissioner Fred H.
