A letter was forwarded you on the 25" inst. explaining the telegram, lest that may be misunderstood I am directed to make these further statements.  You are not to stop all transportation, but to use your own discretion in furnishing it, and particular care should be exercised in furnishing it to Seaboard towns for the fact that they have been held by union forces a long time has filled them to overflowing with freedmen.  There are demands for laborers from many Counties of the Central and Western Districts, and unless some assurance can be given that places of employment and homes are to be found on the coasts the freedmen had better be persuaded to stay where they are.
I have learned that your Regt. is the 128" Ind. Vols. no order relative to their muster out has been received, the A.A.G. of this Dist. informs me that it is to remain.
Cir. 1 & 4 are of no value they refer merely to appointments in the Bureau, I enclose copies of No.5.
Will you have your reports for August made up as directed in Cir. 10 Bu. R.F. & A.L. & Cir. No.2 this office.  In making our report for this month we wish to give the aggregate number who have been in camp, drawn rations, been transported, also the number who have been employed under contracts, number bound out also number of cases of abuse where parties have been tried or committed for trial.  No blanks have been furnished for making these reports, and you may make your report in whatever manner seems best to you.

Dear Sir

Your favor of the 23" Inst. in relation to Sylvia Foster and her children is received.  In regard to the equity of the case there can be no question.  Every man ought to support his own offspring.  I have received no instructions on this particular subject;  but as all matters relating to freedmen are under the control of this Bureau of Freedmen &c. I am authorized, I think, to require the father of Sylvia's mulatto children to provide for their support, at least during the existence of this Bureau.
I will instruct Col. Clapp Supt. of this District to issue the necessary orders.
