Applications are frequently received here to lease timber lands for terms of from two months to one year, with the privilege to cut the timber.  Such leases would be very remunerative to the Bureau and would furnish lucrative employment to members of Freedmen.  [[Footnote 1]]
The lands applied for are situated near Wilmington and have been turned over to this Bureau as Abandoned Lands, but as doubt exists as to the length of time they will be retained by the Govt. they are leased for no longer [[strikethrough]] time [[/strikethrough]] than one month.  And even then can authority be given by this Bureau to cut timber.

Mr. Wm. H. Oliver states that his house in New Berne N.C. although never in the possession of this Bureau, is now to be seized by the Bureau although he has a Special Pardon.  I heard Col. Whittlesey say to Mr. Oliver that he needed no order from this Bureau restoring his property, as such property was not in this Bureau.  I would advise before taking any steps towards seizing any of Mr. Olivers property, that Genl. Howard be consulted, or that we wait until Col. Whittlesey returns, which will be soon.

I wrote to Col. W. today hoping the letter would reach him in Washington.  I spoke of the muster out of the 1", 8", 6" & 27 U.S.C.T., and consequent muster out of many of our Officers, mentioning each by name, and giving his post.  Genl. Howard wrote yesterday enquiring if any indications of an insurrection appeared in this State.  I said in the letter to Col. W. that there were not, but that from reports of Officers in the Western and Central Districts much suffering might be anticipated among freedmen about Christmas, as planters are showing an intention not to employ freedmen or aid them in obtaining a support.  Genl. H. wishes to know if we cannot employ citizens, Magistrates, as agents, who will receive orders from us and act from feelings of love for country and anxiety to promote the general welfare of their Sections, we cannot pay them.  Please give your ideas as Supt. of a large District.  The Q.M. General's order is affecting us materially in this Section, a later order stops transportation for us, we are obliged to go to the Post Commander.
