In accordance with instructions from Maj. Genl. O.O. Howard, Commissioner dated Sept. 12" 1865, I have the honor to forward herewith the Order restoring the property of Mr. John D. Bellamy of Wilmington N.C.  The application of Mr. Bellamy was sent to Wilmington Aug. 29" 1865 for further facts as soon as it is returned it will be forwarded for file.

I have the honor to enclose herewith a copy of an order issued from Dept. Hd. Qrs. & a telegram recd. from Maj. Wickersham Supt. of the Bu. R.F. & A.L. for the Southern District.  I understood in conversation with you that the order did not refer to the issue of rations to officers of this Bureau, by the enclosed telegram it will be seen that it is misunderstood in the District of Wilmington N.C.  I would respectfully request information, that I may give necessary instructions to the Supt. of the Southern District.

I have the honor to request that every effort be made to put Mr. O.G. Parsley of Wilmington, in complete and immediate possession of his property.  I have issued the order for its restoration, but it seems to have been rented by an agent of the treasury for six months, (contrary to the rule of the Sec. of Treasury) and I have no power to annul that action.  Can you so present the case to the Sec. that the error of his agent may be corrected.

Dear Sir,

Your communication with respect to Trent River Settlement has been referred to me.  I approve of your suggestion to purchase the land if possible, if not obtain a lease for it as long a term as possible.
The agent of the owner will probably call on you soon.  I had a conversation with Mr. Mason of this City on the subject this morning, and he will advise such an adjustment as will be beneficial to all parties.

The mistake of restoring property not in our possession has arisen from the fact that no list of Houses and Tenements in New Berne has been forwarded to these Hd. Qrs. and we are obliged to rely upon the Statement of the Claimants.  Please furnish such a list without delay.  Any order issued here or by Genl. Howard can reach no further than the control of the Bureau extends.
Whatever may result from the restoration policy of the Bureau, we have no choice in the matter.  The orders are now simple and clear.  My impression is that a General Amnesty will be soon proclaimed and then all property, not actually confiscated or sold by tax commissioners will go into the hands of former owners.
We must contract our operations, and be prepared to wind up entirely next Spring I think.
