Another topic, I cannot get officers to take charge of one half of any Sub-districts;  nor can I get citizens to undertake the work without pay.  May I appoint citizen agents, and pay them as long as our funds hold out?  Several discharged Officers and Soldiers have applied for such positions.

Yours of Oct. 4" received.  We have no lands "set apart" for the use of Refugees & Freedmen, & I do not think we shall have an acre to be surveyed.  There is therefore no need of employing a Surveyor at present.  I know of no order "setting apart" the Washington or Bond farms.  I sent a description of them to Washington, and received in reply a note saying that the state of J.C. Washington would be "set apart" &c.  But no order on the subject has been received, and I presume the farm will be restored by the Special Orders of President Johnson, as the Dortch property at Goldsboro has been.  I will however write again to Genl. Howard on the subject, and if there are any farms "clearly falling under the control of this Bureau" please furnish me at once a list of the same and a full description, so that I may ask to have them "set apart".
I enclose your rolls approved.  Please say to Capt. James "go ahead with the colored orphan school and asylum at New Berne.  I would be glad to have also at Roanoke.

In reply to your inquiry I have the honor to state that it was my intention to place an Officer in every County;  but in view of the rapid reduction of Military forces, I have re-arranged my Districts and Sub-Districts as follows.
Eastern - Eight Sub-districts;  Officers on duty 3;  needed 5.
Central - Nine Sub-districts;  Officers on duty 6;  needed 3.
Western - Six Sub-districts;  Officers on duty 2;  needed 4.
Southern - Four Sub-districts;  Officers on duty 0;  needed 4.
Total needed 16
Some of the Sub-districts will be very large, but Officers in Central positions may be able to reach remote Counties through the agency of well disposed citizens, and in this manner prepare the way for transferring the entire work to Citizens.
