I have the honor to request that Lt. Col. Dexter E. Clapp 38" U.S.C.T. be retained in the Service with his present rank, after the muster out of his Regiment.
Col. Clapp is now on duty in this Bureau as Supt. of a most important District, and his muster out would be a loss which I could not supply.  If the Bureau is to be continued, it is essential to its usefulness that faithful and energetic officers, who have gained the confidence of the people, be retained.  [[Footnote 1]]

The property near Kinston described in the letter of Lieut. Barrows as belonging to John [[underlined]] A. [[/underlined]] Washington, belongs to John [[underlined]] C. [[/underlined]] Washingon.  I overlooked the mistake in the letter of Lieut. Barrows.
The estate has not been actually divided up for freedmen, and there is no more [[underlined]] necessity [[/underlined]] in this case than in many others.  As the Govt. has no legal title to the property acquired by "confiscation sale or otherwise" (unless "otherwise" means by conquest), my intention was to lease the farm entire of it remained in our possession.

I have the honor to enclose the estimate of funds returned disapproved & a requisition for forage returned, with request that the matter receive early attention.  All officers of the Bureau in this Dept. are now required to purchase forage & fuel.  Our public animals also must be turned in, or supported by purchasing forage with Bureau funds which will very soon be exhausted.  We cannot get a wagon repaired nor a horse shod.  In short we are cast out of the Army and refused the allowances granted to officers by law of Congress.  All this annoyance & insult (for it can be regarded in no other light than disgrace) is founded upon Genl. Order No. 49 Aug 21/65 QM Genls Office.  I do not think Genl Meigs intended such an application of his order.  At all events as long as we remain in Service we shall keep an account of our expenses for fuel, & forage for our private horses and claim the amount as a legal right.  We must keep some transportation to haul wood for hospitals &c &c  I shall take the responsibility of paying the expense out of funds in our Treasury until this whole matter be arranged.

I have the honor to request that Lieut. S.S. Mann 37" U.S.C.T. be relieved from duty as Asst. Supt. Bureau of R.F. & A.L.;  for the following reason.  Mrs. S.G. Mann states that she was married to Lieut. Mann in Lowell Mass. Dec. 28" 1846 and has by him four children.  Also Harriett A. Greenwood states that she was married to Lt. Mann Oct. 16" 1865, at Baltimore Md.  Her marriage certificate is signed by Rev. Henry Furlong Methodist Episcopal Church No. 394, Lexington St. Baltimore.  These ladies are now at the Yarborough House in the City.
