Your dispositions of Officers &c. in your District are perfectly satisfactory.  Please go on according to your own judgement.  Your Dist. is far distant, that it will not always be convenient to refer minor matters to these Hd. Qrs.
The Asst. Supt. of Schools is employed by a Socty. in Phila. and acts under the [[underlined]] orders [[/underlined]] of his employers.  But he will report to  you at your request, and will often consult you.  The Societies have a right of course to act as they please.  But in as much as we give them our support, and such facilities as may be in our power to give, they direct all their Agents and teachers to report to us.
Your request for the building at China Grove, I have forwarded to Dept. Hd. Qrs. approved.
If Col. Packard can find an officer for Morganton, and will order him to report to you, it will be sufficient for you to assign him to duty.
I have directed Maj. Wickersham Supt. Sn. Dist. to look after Richmond Co.  But when you can settle difficult cases coming to you from that County, you need not feel restricted by County lines.
I will assign to you the first officers I can get to be placed in any Sub Dists. that you may form.  Meantime if you can find Citizens who will act as Agents of the Bureau (without pay except such fees as they may collect,) they may serve a good purpose.
I will enclose the orders you desire.  Your visit to Greensboro will be timely.  Complaints have come to me that Capt. Mills is bringing reproach upon the Bureau by immoral conduct - licentiousness.  Please investigate cautiously and quietly, and report to me.  I refer you to Yardly Warner (Supt. of Schools), Jesse Wheeler U.S. Assessor, James T. Morehead, D.W. Benlow and Heiram C. Worth.
I regret to hear these charges, for Capt. Mills has been an efficient Officer.

Your financial report for October is received.  The omission of any receipts from Wilmington will look strangely at Washington.  I suppose it is to be accounted for by Capt. Manns retaining in his own possession the rents collected.  But in that case your report does not show the exact financial condition of the Bureau, nor its entire operations.  Wherever the funds may be deposited, the Officers should report to you promptly.

I have the honor to request that Capt. Chas. Mills 128" Ind. Vols. be ordered to report to his Regt.  I have relieved him from duty in this Bureau as Asst. Supt. at Greensboro & have assigned Asa Teal late Capt. 120" Ind. Vols. to that position.
Capt. Mills has been in many respects an efficient Officer, but complaints have been made against him of such immoral conduct as to render him unfit for his present position.  Col. Cilley Supt. of Western Dist. was directed to investigate these charges, and reports that Capt. Mills "has already brought great reproach upon the Bureau, in a great degree impaired its usefulness and totally destroyed the confidence of both blacks and Whites in himself."  I do not wish to prefer charges against him, but as Capt. Teal is on the ground, I can now dispense with the services of Capt. Mills.  He was assigned to his present position by the order of Maj. Genl. Kilpatrick in Aug. last.  No copy of the order was sent to these Hd. Qrs.
