Extract from "New York Tribune" Wilmington N.C. Dec. 19" 1865. -  "Two negro men, John Walker and Robert McKey, convicted of larceny by the New Hanover County Court, have been sentenced to be sold into servitude for a period not exceeding five years.  The sentence is agreeable to the laws of the State in relation to Freedmen before the War."

The enclosed is from the New York Tribune of the 20" Inst.  You will please investigate the case at once.  If the statement is true, you will demand that the men sold into slavery be set free.  Also apply to the Dist. Comdr. to have the members of the Hanover County Court arrested & brought to trial.
Report all the facts and your action as early as practicable.

Sir

Your conduct in absenting yourself without leave is highly reprehensible.  You left a large amount of Govt. property in irresponsible hands.  You exposed the sick of your District to great peril.  If every officer were to act thus, the service would be thrown into utter confusion.
The difficulties which you complain of at such length, are small in comparison with those met and overcome by many other officers.
I shall not however order immediate action in your case, hoping that your future conduct may make it safe to overlook the past.

I have the honor to forward enclosed a list of buildings at Charlotte & Greensboro', built & used by the rebels, & now in the Q.M. Dept.
That Dept. can now dispose with all except three at Charlotte, viz. the dwelling house & two storehouses;  and with all at Greensboro except two storehouses.  This statement is based upon information received from Capt. Lunt A.Q.M. at Charlotte, and Capt. Lyon A.Q.M. at Greensboro.
In addition to the enclosed list, there is a steam saw mill at Greensboro' which property belongs to the Govt. as abandoned rebel property.
All this property is being injured daily, & will soon be utterly destroyed.
If consistent with the views of the Genl. Comdg., I respectfully request that it be turned over to the Bureau of Refugees, Freedmen and Abandoned Lands with the exception of the above named.

The letter of Capt. Beecher dated Aug. 21 1865 was an offer on condition that you could remain or return at once after your muster out.  You were absent more than two months & before your return I had made other arrangements.  When you came to my office, you asked nothing more than permission to occupy the house in the Freedmens Camp and I gave you a letter to that effect.  No promise of pay was made as an officer was at the time on duty as Supt. of the District.  As to the pay of Mr. Chadwick if you hired him to take care of your property in your absence you alone are responsible.
