J.A. A.A.G. 185/189 Col I have the honor to report for the information of the Comdg. Genl. that a band of men in Pitt County calling themselves Regulators, are committing depredations and keeping the citizens, both white & blacks, in a state of excitement and terror. Some two months ago, four of these desperadoes visited Washington, having murdered one negro man on the way, shot and severlly wounded a white man in the town, and took possession of the place. By the active agency of Lt. Hoyt then Asst Supt of that district, three of these men were lodged in jail at Washington. But they overpowered the jailer and gained their liberty. Hearing about the matter I appealed to Gen Paine, and obtained a mounted force for the purpose of rearresting them. But they were not at that time to be found in the county, and the citizens every where expressed the opinion that they had gone out of the State. Since then however they have reappeared. They voted in Greenville at the State elections and took part in the organization of the Militia. The police have made no efforts as far as I can learn, to arrest them: & it is reported that they boast of their ability to defend themselves against any police or Yankee force. A few days since a negro boy was shot dead and another severely wounded in Pitt Co. near Pactolus, by some unknown person supposed to be one of the "Regulators". The names of the four who visited Washington were reported to Gen. Paine Comdg. the Eastern District. Very Respectfully E. Whittlesey Col. and Asst. Since writing the above, I have received a letter from Pitt Co. in which this is said: "That wretch Carney is still abroad doing the Devil's work. He is reported to have shot another negro dead last week. There will be no sittled feeling in this county until he or his gang are secured and punished" E.W.
