Special Orders No.7 Dept N.C. forbid the turning over of any buildings to this Bureau except such as are needed for "shelter and hospital accommodations" I only ask that this building be placed temporarily under the control of Capt. Thos P. Johnston A.Q.M. for the purpose above stated.

In compliance with instructions to report all cases of outrage occurring, I have the honor to forward the following extract from a letter this morning received from Wm. H. Wiley Agent of this Bureau at Elizabeth City.

Jany. 8" 1866.
"Last night about two hours after the Steamboat had come after the soldiers, there were three of the bad young men of the city, (thinking that the soldiers had gone) went and blacked themselves up & thought they would pay off these negro soldiers.  So they went and stove in three of their doors & demanded their revolvers, & only succeeded in getting one, while two of the negroes they knocked down for past offences, when they were soldiers.  I made no arrests as we have no lockup or jail, & knowing the people so well, that as soon as the soldiers were gone, neither myself & family nor the school teachers could stay in the city with any safety, not for 24 hours.  We don't need any soldiers here to keep down the colored people.  If any are needed it will be to keep down the Whites."

Mr. Wiley though lately an officer in our service does not seem to have acted with much vigor in the case.  I would be glad to send a good officer with a few men to preserve order in that region.  A short time since a church was burned near Elizabeth City, to prevent the establishment of a colored school there.

In accordance with your Telegram just received, I have the honor to forward two complete files of all Circulars issued from these Hd. Qrs.
No General Orders have been published.  A large number of Special Orders have been made;  but most of them relate to the restoration of Abandoned Lands and copies of all such have been forwarded to Genl. Howard.
The affairs of the Bureau which are of greatest public interest, have been conducted by means of correspondence with officers in charge of Districts and Subdistricts.  These letters are voluminous, but if it is desired I will have copies made and forwarded.
To indicate the nature of them I will furnish at once copies of a few.
