I have the honor to recommend that Chaplain Geo. O. Glavis Asst. Supt. of freedmen at Goldsboro, who is a Commissioned Officer, be made Port Q.M. A.C.S. at Goldsboro & that he be held responsible for the good conduct & discipline of the detachment stationed at that point. [[Footnote 1]]

General:

I enclose a letter from W.A. Smith Capt. of Police in Johnston Co. for your information.  I learn from Officers at Wilmington that many similar outrages are committed in Sampson & Duplin Counties.  The police of those Counties are not only inefficient, but are often engaged in robbing freedmen and others who sympathetize with them.  A good military force is much needed in that region.

I have the honor to request that proper authority be given the officers of the Q.M. Dept. of the Dept. of N.C. to issue or sell forage for cash for the sustenance of animals used in cultivating plantations under the direct control of the Bu. R.F. & A.L. to the officers having such plantations in charge, until such time as the plantation may produce the necessary forage.

Watson L. Daniels has been recommended as a good man for service in the Bureau in Hertford Co.;  and Timothy Morgan in Perquimans County.  If you need Citizen Agents in those Counties, please send them the necessary orders.
As to stationary - if you cannot obtain a supply at fair rates in New Berne, or by orders on Washington you may send Mr. Woag to get it.  In order to send him orders I shall need his full name.

I have the honor to reply to your letter of the 13" inst. that in the absence of any legislation respecting the children of freedmen, & in the uncertainty that yet exists as to their status, I do not think it advisable at present to transfer the business of apprenticing them to the County Courts.
