I am directed by the Asst. Commissioner to call your attention to errors in your Semi-monthly report dated Feby. 17" 1866.  Five men reported in Wilmington are not noted in the aggregates making an error of five in the aggregate and the difference between this report and last report ten and not fifteen.  In the report of your District for Jan. 31" 1866, there is reported an aggregate of 176 in Wilmington, while in the present report it is not mentioned, making a discrepancy of 176 in the report of the S.D. dated Feb. 3" and the report dated Feby. 17" 1866.  Such errors are, it would seem unnecessary.
I am also directed to request that you in giving instructions to Capt. Foster V.R.C.. relative to his duties at Warsaw, will caution him against provoking any violence or opposition.  The number of troops in the State is so small that a large guard for him cannot be spared, and it is feared that unless care is exercised by Capt. Foster, not to excite opposition, he will be over powered.  The position taken by citizens of Duplin & Sampson Cos. as reported indicates an intention to oppose military authority, but the Comdg. Genl. hopes that investigation will show that reports are erroneous.

Having had the enclosed list of buildings inspected, I have the honor to request that all that remain of them be turned over to Capt. Thos. P. Johnston A.Q.M. to be converted into school houses for Freedmen.  Some of these buildings are claimed as private property, & others have been torn down & carried away.
I also request that authority be given to Capt. Johnston to sell to freedmen & their friends such buildings as they will re-model at their own expense for school and church purposes.  They are not willing to expend money upon buildings which are still held as U.S. property.  The freedmen of Enfield have raised $500, and will move the largest of the U.S. buildings described at Weldon, & rebuild it, if they can get a title to the property.
The "Friends" are willing to do the same at Greensboro, Salisbury, Charlotte and Goldsboro.  The Episcopal & Baptist Churches in Raleigh are ready to assist in the same way.
An order authorizing Capt. Johnston with my approval

to sell old sheds & buildings to these societies and parties, would greatly encourage local efforts for freedmen, & require no expenditure of Government funds.  [[Footnote 1]]
