Capt.

Jim Law (colored) having made statements that he and his brothers Charley & Joe have been bound by one Richd. Holmes of Sampson County to one Lewis Law.  Know all by these that the said Richd. Holmes has no authority for binding or apprenticing minors, and that all Indentures that may have been made by him are null and void.  The aforesaid Jim Law and his brothers Charley and Joe are free to engage in any contract or to work with such as may wish to hire them.

All affairs of the Bureau, Capts. of Police or others are requested to see that these men are protected in their rights.

2" Lieut. Fred. H. Beecher V.R. Corps, having [[footnote 1 ]] been appointed 2" Lieut. 3" U.S. Infty, I respectfully request that he be re-assigned to duty in this Bureau.  Lieut Beecher has been my A.A.A. Genl. since June 1865, and I hope to retain him, if his services are not imperatively necessary to his Regiment.

Capt.

Haywood Barnes late prvt. of your Co. C. 35" U.S.C.T. presented his discharge at this office, and says that he has certain sums due him from the Govt.  His discharge is signed by Capt. J. Gates 35" U.S.C.T.  Transportation is marked on it from Summerville S.C. where it was received to Wilmington & thence to Goldsboro N.C..  Travel & subsistence allowances not paid - is noted & signed F.A. Hilson.  Paid in full to Feb. 16", 1866.  Signed F.A. Hilson U.S.A. is stamped upon the discharge.  He states that he has received no final settlement.  He says he was wounded in action - but no note is made of it in his discharge.
Please communicate with this officer what you know of his claims, whether the Govt. is indebted to him for bounties, pay, clothing or otherwise.

Commissioner to request that hereafter you forward in connection with your monthly report, an account of all monies received in your district as fines, for clothing issued &c. &c. [[Footnote 1]] - Also that you make a report of the amount of clothing which you have issued in your District.  
Your attention is called to par. V. Cir. 1. Series 1866. - from these Hd. Qrs. - relative to the reports required.
