I have the honor to request that Isaac Porter 2" Lieut. V.R.C. be detailed for duty in this Bureau, and ordered to report to me for assignment.  Lieut. Porter has lost an arm in the service, but is now able to render efficient service in this Dept.  He is awaiting orders at New Britian Conn.  [[Footnote 1]]

Sir,

I have referred your communication with reference to punishments by Civil Courts to Maj. Genl. Ruger.  Until orders or instructions are received, I trust the Courts will keep the lash "suspended", for I certainly disapprove of such brutalizing methods of punishment.
Please inform me at once, what officers in your District are so far from "military posts" that they need a military force with them;  and how many men each officer needs.
Please report to me the date of Maj. Mann's acceptance of appointment as Capt. & A.Q.M. - & of his Brevet.  Also the same respecting Maj. Wickersham.

I have had an interview with Genl. Ruger, & he promises to furnish a squad of men to each officer who is too distant from "Military Posts", to call upon the Post Comdr for assistance.
Please therefore to report at once what officers in your Dist. need a military force with them and how many men each needs.

I have the honor to enclose a paper respecting Govt. buildings with the endorsement of the Sec. of War.  These buildings are now in the possession of this Bureau, & can be made useful for school purposes without expense to the Govt. if they can be transferred to associations which support schools.
I respectfully request that Capt. Thos. P. Johnston Chf. Q.M. of the Bureau in this State be authorized to sell any such buildings for the above purposes, and directed as to the manner of sale.
