Yours of 18" received.  I am glad to see that a beginning of the exodus has been made.  I had a talk with Col. Garber about the sailing vessel, but he seemed to doubt his authority to charter one.  So we must for the present accept the more expensive method.
By all means consult the wishes of the people as far as possible as to their destinations, but insist on their going.  20 or 30 families may be sent to Goldsboro' and Chapl Glavis Asst. Supt. there will provide for them.  Any number could find employment in Halifax - Lt. Pennyman will care for them.  They can go by water to Halifax.

Qrs. at the end of each month, the present month being included, a report of all clothing & Sanitary stores received by you & officers under you, specifying the amount received and the source from which it has come.  Also a return of the issues made of such clothing or Sanitary stores, by & to whom issued, and a return of all monies received, from whom & by whom received where clothing or Sanitary stores have been sold.

In compliance with the order of Maj. Genl. Howard dated March 19" 1866, I have the honor to report that there are no Asst. Commissaries of Subsistence in this State whose services can be dispensed with.  I am in great need of more officers.

I am directed by the Asst. Commissioner to direct that you cause to be made a careful inspection of all the (Freedmen Camps) in your district, and that lists of all such as are able to work be taken so that when opportunities offer for any of the persons on these lists, to obtain employment and relieve the Govt. the offer may be made to them (the freedmen) and if not accepted by them that you immediately stop all aid, such as food, lodging &c. on the part of the Govt. from them.  The present demand for laborers does not warrant the large number of dependents reported in the State.

I am directed by the Asst. Commissioner to say that he deems it inadvisable to transfer freedmen who are dependent, to other States.  The demand for laborers in the State is so great, that all who are able bodied can find employment, while those who are not may as well be supported here as elsewhere.  Offers will be made to those in Camps of places where they can earn a living, and if they fail to accept such offers all aid on the part of the Government will be immediately stopped.
